After the release of Windows 11, Microsoft made it not only difficult, but near impossible, to use a local account on your PC. Let's do the impossible.
Below is the first screen you see on the OOBE (out of box experience):

Hit "Shift + F10" on your keyboard - a black window should pop up, this being the Command Prompt. Type "oobe\bypassnro" and hit enter (not case senestive). The computer will restart.

**!IMPORTANT!**
Once the PC is powered on, hit "Shift + F10" again, then send the command "ipconfig /release" to the window:

Close the command prompt, then hit next until you meet the screen below:

Click "I don't have internet".

Then click "Continue with limited setup":

You will then be brought to a screen to enter your name, as shown below:

This will be your local account username, chose this accordingly.
********************************************
From here, you can either chose to enter a password, or hit "next" and your account will be created, but without a password. After this, you're in the clear and may chose settings as you wish.
********************************************
**~Final Step~**
To get your workstation back online, log into your newly made local account, then click on the "Start" button. Type "cmd" and hit enter. Send the command "ipconfig /renew" to the window as show below:

You should now be able to connect to the internet again.
